Arrow Final Season: Could These Characters Return?
The Huntress Returns
2. TOMMY MERLYN
The No. 1 write-in vote — and by a huge margin, receiving 31% of those keystroked nominations – Tommy has since his Season 1 death returned pretty much every which way possible. Hallucinations! "New" flashbacks! As Earth-X's Prometheus! As a face worn by Human Target Christopher Chance! The list goes on. (Heck, Colin Donnell even did a fun video about it!)
As such, Tommy might be another one to best revisit as a doppelganger from yet another Earth. Or, since Donnell has unceremoniously checked out of NBC's Chicago Med, might Arrrow's farewell run have grander plans for him...?

Birds of Prey
12. HUNTRESS/HELENA BERTINELLI
Last seen late in Season 2, Huntress' fate was called into question this past season when her mask showed up as one of the vigilante hunter Chimera's "trophies." But you know the rule with TV deaths: "If there's no body...." Plus, her resurfacing after so long a stretch, and from the "dead," would be a great callback to the series' very early days/one of Oliver's first "complicated" hook-ups.
Deathstroke
8. MOIRA QUEEN
Among your write-in votes, Oliver and Thea's momma came in fourth. And though she has been truly and sincerely dead for many years/seasons, she has popped up before via "new" flashbacks and ersatz memories. Plus, who's to say who/when Oliver might see as he and the Monitor embark on what is sure to be timey-wimey or reality-twisting mission.

Lian Yu
4. ADRIAN CHASE/PROMETHEUS
Your No. 2 write-in emerged from Season 5 as a fan favorite, and in fact ranked third on our 2018 ranking of every Arrowverse Big Bad ever. Alas, he is quite dead, by his own hand — though that didn't keep his spectre from taunting Oliver in late Season 6.
Time is too short (just 10 episodes) and the trope is too worn out for Oliver to get another visit from yet another hallucination in Season 8, so the best play with Chase might be to see what one of his Earth-Whatever doppelgangers is up to.

15. BILLY MALONE'S VENGEFUL GHOST
With less than 1% of the vote, Felicity's rebound guy — who by the by was murdered, accidentally, by Oliver — is at the bottom of your wish list. Which is fine, since it'd be a stretch to bring him back in any manner.
Besides, he was just a joke option. Like...
Lian Yu
7. MALCOLM MERLYN
Save for a blink-and-you-missed-it cameo (as a cop!) in the "Elseworlds" crossover, the Dark Archer has been justifiably MIA from the Arrowverse ever since Arrow's Season 5 finale, where he sacrificed his life by taking daughter Thea's place atop a land mine. Having been saved by all kinds of plot armor in seasons past, and given what a delight it would be to see him in the mix one last time, few eyebrows would be raised if he was revealed to have (somehow) survived.

Lian Yu
9. NYSSA AL-GHUL
We already knew that Nyssa, who earned 11% of your vote, was alive and well out there somewhere, helping globe-trotting Thea shut down Lazarus Pits. Season 7's flash-forwards into the near future confirmed as much, as we saw Auntie train wee Mia at the Bloomfield cabin. She's an easy one to bring back, and always an ass-kicking helping hand when the going gets extra-tough.
UPDATE: Episode 8x03 established that Nyssa is in Thailand, "tending to some League business" after shutting down the Lazarus Pits with Thea.
Penance
6. RAGMAN/RORY REGAN
The status of your No. 3 write-in vote, like Huntress', was called into question when his duds were also spied among Chimera's collection. This affable and entertaining ally never got his due — and really should have stuck around for the long-term (what, were his ribbony visual FX too pricey?) — so his encore would be a most welcome, and easy, one.
Disbanded
14. SUSAN WILLIAMS (WITH OR WITHOUT OLIVER JR.)
Oliver's own rebound left town after the Adrian Chase mishegas, during which she doggedly investigated Mr. Mayor/her beau's ties to Russia and possible night life as the Green Arrow. And though it would have been easy to reintroduce her in some way (being a news reporter and all), barely 1% of you expressed interest in such a thing.
But Susan's continued absence will only make grown-up Oliver Jr.'s appearance in the future timeline all the more surprising and powerful. [Wink-wink]
Shifting Allegiances
10. QUENTIN LANCE
Here's where things get tricky. The Lance ladies' dad/"dad" died a hero's death back in Season 6. Since then, he only appeared in new archival footage that was featured in Season 7's documentary-style episode. Still, we could see Quentin in new flashbacks, or in the form of any Earth-Whatever doppelganger.

Promises Kept
5. SLADE WILSON
After making nice (or as nice as they ever have since the whole Mirakuru thing) early in Season 6, Slade sought the 411 on his son Joe, but was disappointed by what/who he found. That said, he refused to give up on Joe — and he was also resigned to track down a second son, Grant, who had been hidden from him. Meaning, Slade is alive and well and handy for any needed final-season muscle.
The Thanatos Guild
1. THEA QUEEN
Oliver's kid sister topped the multiple-choice ballot with 22% of the votes. Things working in favor of that in-demand encore: Willa Holland is as far as we know available, especially since it's a short season; Thea is very much alive; and most importantly, there are some big blanks to fill regarding true love Roy's death and Thea's subsequent decision to revive him, and whatever then happened that led to his future exile to Lian Yu.
Bring Thea back for a last hurrah? Yass, Queen!

Past Sins
13. CURTIS
The tech whiz, who netted 2% of your votes, could very easily give Oliver a helping, clickety-clacking hand — just as he did by returning to assist Team Arrow in the Season 7 finale.
UPDATE: A photo of Curtis was seen on Earth-Two, where he runs IT at Queen-Merlyn Enterprises.
Lost Canary
11. SARA LANCE
The former Team Arrow member/fan favorite only merited 6% of your votes, though we suspect that's because it is known that she, as part of the Legends of Tomorrow, will take part in this season's five-part "Crisis on Infinite Earths" crossover event. And considering she just popped up in Star City this past spring, any further cameos would dillute the impact.

3. FELICITY
With 19% of the vote, she was our poll's second-most popular ballot option — though portrayer Emily Bett Rickards has indicated that she considers Felicity's arc quite d-o-n-e done.
Or, was that but a bit of "theater" meant to make us 7 percent more surprised when Felicity shows up in the series' very final seconds, to be reunited with her husband by the Monitor?
